DWA-How will it affect me?
The DWA will definitely change the way we do business at San Diego City Schools. In fact, that's why we're implementing the DWA—to improve our processes.
For all district employees
Some of the changes employees will see with the DWA are as follows:

Payroll Changes
- New look for pay checks and advices
Your paycheck/advice will have a new look and will provide you with more information. - Additional pay to be paid on regular monthly check
for salaried employees
For the convenience of employees, a salaried employee earning additional pay (such as workshop pay or hourly overtime), will now receive that pay on their regular monthly check. The new PeopleSoft payroll system calculates taxes on the total earnings for the month--even if the earnings are issued on separate warrants. This requirement is based on IRS regulations. For details, see Publication #15, Circular E at www.IRS.gov. - Imputed income calculation
All employee life insurance plans including supplemental life insurance coverage for the employee and dependents offered through the district will be included in a calculation required by the Internal Revenue Service. Previously, the district only included the district provided life insurance plan equal to the employee’s annual salary in this calculation. The IRS considers group-term life insurance plans where the value of the plan(s) is (are) in excess of $50,000 to be an employee benefit. The IRS provides a uniform premium for computing the value of the plan. Any premium that the employee pays will be deducted from the calculation. The net value of the premiums will be added to the employee’s taxable income each month. Social security and Medicare tax will be withheld on this amount. This will not affect the employee’s federal or state tax withholding. - New direct deposit options
Beginning in January 2004, employees can have their paychecks deposited electronically into up to three different savings or checking accounts. Payroll deductions to credit unions will now be handled as one of your direct deposit options. Deposit amounts can be flat dollar amounts (not percentages). The total amount of your check must be deposited into the account(s) you select; you cannot have some funds directly deposited and a check for the rest. - Certificated December payments paid in December
Certificated December payments will now be processed and paid at end of December (no longer the following January) in conjunction with classified payroll timelines. This will streamline payroll processes and improve efficiency. - Comp time documentation

Compensation time earned and used will be documented in the system for better tracking. - Workshop account codes will be posted on SAMS Web
Center
To assist timekeepers, the account codes for workshops and professional development activities will be available online on the SAMS WEB. - Budget to review payroll online
To streamline the payroll process, Budget Department Analysts will review Time and Labor (payroll) records online. - Sites to retain time cards & leave forms
To streamline the payroll process and retention policy, time cards and leave forms will be maintained at site level for auditing purposes. Exceptions are industrial accident and short term leave forms.
Personnel Changes
- Finally, an Electronic AA
Our present Assignment Authorization (AA) paper processing system will be replaced by the faster and more efficient electronic Personnel Action Request (PAR) processing system. Since this system is web-based, our users will have real-time access to employee information, instead of shuffling through stacks of paperwork trying to locate the information needed for processing. See the new PAR form. (Adobe Acrobat Reader required.) - New employee IDs
New Employee ID numbers will be issued distict-wide with the new PeopleSoft system for consistency and security purposes. - Master schedules viewable online
School site administrators and Human Resources Department staff will be able to view school master schedules online to monitor assignments. - Format of salary schedules standardized
To further simplify and standardize business processes, the salary schedule format has been standardized across all bargaining units. (Previously, some salary schedules were read from left to right, while others were read from top to bottom.) - Update your own records online
In Phase II of the DWA project, coming July 2004, you'll be able to update your own personal information, such as address, phone number, and W-4 changes, from any Internet-connected computer at any time—even from home. You'll also be able to check your pay stubs online at any time.
Benefits Billing Changes
- Monthly payments for benefits
Current and former employees who purchase benefits through the district billing process will begin receiving notices on a monthly basis, starting Jan. 1, 2004. The new billing notices will replace the quarterly payment process currently used for non-COBRA benefits. Standarizing billing schedules will help to streamline benefits processing.
Certificated Credentials & Salary Advancement Changes
- Teacher credentials to be downloaded from CCTC
Teachers will no longer need to submit copies of CCTC credentials to Human Resources. Records will be downloaded via the County Office of Education into the PeopleSoft system. - Certificated salary advancement records streamlined
In the PeopleSoft system, salary advancement records will document semester totals and name of university. No longer will courses be documented in the system. - Certificated salary advancement deadlines standardized
To expedite processing of certificated salary advancements, deadlines for turning in official transcripts have been determined. The SDEA collective negotiations contract is being updated. Watch the Human Resources web site for more information as it becomes available.
Site Administrator Changes
- Position management
Site administrators will have access to real-time online staffing reports showing vacant and filled positions. - Evaluation schedules online
To assist site administrators in performing evaluations on time, both certificated and classified evaluation schedule reports will be available to site administrators online. - How-to information at your fingertips
Site administrators will have online access (on the MySandiNet portal) to quick reference information on how to: approve time and labor; approve purchases in e-Procurement; and access reports.
Computer Usage Changes
- MySandiNet Web portal
Like a customized web-site made just for you, the web portal is your "home base." If you use a computer every day, you'll log into the web portal each morning to launch district applications and access your favorite PeopleSoft pages with one click. You'll also see your calendar of appointments, your "to-do" list (if you keep one), updates on reports you check frequently, and more.
