The District Advisory Council (DAC) Parent Center opened in September 1995, using Title I funds. In April 1996, the parent center was renamed in honor of Mr. Harold J. Ballard. Mr. Ballard was instrumental in establishing the parent center, and served for over thirty years as a parent advocate dedicated to improving meaningful parent and community involvement. His dreams touched the lives of many.
